
Is it legal for an AI to answer your business calls in the UAE?
Can an AI answer my inbound calls in the UAE?
Yes. Answering people who called you is not the regulated activity. What is regulated is unsolicited outbound marketing, and that distinction is the whole answer to this question.
An inbound agent picks up a call that a customer chose to make. Nothing in the UAE framework prohibits that, and nothing requires a licence to do it. The obligations that do apply are about what the caller is told and what you do with the recording.
This is general orientation rather than legal advice. If you take calls across borders — and in Dubai many businesses do — have a lawyer look at your specific setup.
What does Cabinet Resolution 56 of 2024 actually cover?
It governs telemarketing in the UAE: unsolicited outbound marketing calls, the hours they may be made, the registers that must be respected, and the penalties for ignoring them. It is aimed squarely at the practice of calling people who did not ask to be called.
That is why we do not build outbound cold-callers in any market, the UAE included. An agent that answers your phone sits on the other side of that line entirely. An agent that dials a purchased list does not, and no amount of configuration makes it comfortable.
Following up with someone who filled in your form is a different thing again — they asked to hear from you.
Does the agent have to say it is an AI?
Every agent we build says so at the start of every call and in its first message on every channel, and it is not configurable.
Partly that is where regulation is heading globally — the EU AI Act's transparency duty applies from August 2026 and the direction of travel is one-way. Mostly it is that hiding it does not work. Callers work it out, and then they are annoyed about the deception rather than the wait.
An agent that has told the truth up front can also say "I don't know, let me get someone who does" without breaking character. That sentence is what stops a bad call becoming a bad review.
What about recording the call?
Recording is what produces the transcript and the monthly report, so it is worth being deliberate about. The agent discloses recording in the same opening line that discloses the AI, before anything worth recording has been said.
You own the recordings, the transcripts and the conversation data. Retention is a defined period rather than indefinite, and if you leave, they are handed over rather than withheld.
If you would rather not record at all, an agent can be built without it. You lose the transcripts and most of the reporting, which is a real trade rather than a setting.
